Central NY man charged with rape of juvenile girl in Oswego County

Mexico, N.Y. — A Fulton man was arrested Friday after a juvenile girl reported she had been sexually assaulted in the town of Mexico, police said.

Troopers said a family member realized the girl had left her home early Friday morning, so they began checking an area she was known to frequent, according to a news release from State Police.

The family member found a vehicle parked nearby and approached it while calling out for the girl, police said. The vehicle sped off. Moments later, the girl was found and told the family member she had been sexually assaulted.

A license plate number provided to troopers led police to the suspect’s vehicle, troopers said.

Oswego County sheriff’s deputies located the vehicle and attempted a traffic stop. The driver refused to pull over and continued to a residence in Fulton, according to troopers.

The driver briefly ran from the home before he was taken into custody.

Emmanuel J. Dunbar, 39, of Fulton, was charged with first-and second-degree rape, second-degree unlawful imprisonment, endangering the welfare of a child, two counts of criminal possession of a narcotic drug and criminal possession of a controlled substance.

Dunbar is being held without bail at the Oswego County Jail because he has two prior felony convictions, troopers said.

In 2011, Dunbar was charged with second-degree burglary, first-degree sexual abuse, forcible touching and endangering the welfare of a child (a 13-year-old girl), according to court records. He pleaded guilty to the burglary charge and was sentenced to seven years in prison.

The girl was taken to Upstate University Hospital in Syracuse for a forensic exam and has since been discharged.
